Taguig City clarifies feeding funds currently being utilized, LGU to complete 120-day feeding program within 2017


Taguig City has taken exception to the news item that it has been tardy in the liquidation of the funds downloaded by the Department of Social Welfare and Development (DSWD) for day care feeding program. The city government explained that the P17.639 million fund was downloaded only last December 2016, and as of this date the same is being utilized to carry out the feeding program. Hence, it cannot yet liquidate the amount.


Dr. Natividad Jimenez, the head of the City’s Local School Board (LSB) charged with implementing the day care supplemental feeding program,  disclosed that the bidding for the program would take about two (2) months. Since the funds were downloaded only in December 2016, the program could only be implemented in February or March 2017 by which time classes would be over. The end of classes would mean abbreviating the 120-day timeline of the feeding program. Hence, it was decided by Taguig City Government with the concurrence of the  DSWD’s coordinator for the program in the National Capital Region that the day care feeding program should be implemented beginning June 2017 in order to complete the 120-day program with the same set of beneficiaries.


According to Dr. Jimenez, Taguig City’s implementation of the DSWD’s supplementary feeding began on June 19, 2017. So far, 135 daycare centers have benefitted from the ongoing program aimed at feeding 13,363 daycare students. Dr. Jimenez stated that once the program is completed, liquidation will be timely done.


The DSWD’s day care feeding program is only supplementary from the Taguig government’s programs targeting daycare pupils. The City Health Office and City Nutrition Office for instance, hold a free yearly dental checkup for the children, and deworming every six months.


A Parents Effective Seminar (PES) is also conducted by the city’s daycare workers twice a year. Under PES, the local government educates parents about what to feed their children so they can grow to be healthy individuals.


Because of the city’s aim to continue improving the health of Taguigeños, Taguig City was awarded the prestigious Green Banner award by the National Nutrition Council-National Capital Region (NNC-NCR) for three (3) consecutive years from 2013 to 2015. The Green Banner award is conferred to local government units which displayed outstanding performance in implementing its nutrition programs. This consistent performance to eliminate malnutrition in the city also handed Taguig City the CROWN Award in 2016.


The city is currently aiming for the NNC’s top award – the Nutrition Honor Award. This recognition is the highest award given by the NNC to the recipients of CROWN Award which managed to maintain quality nutrition program implementation for another three consecutive years. ###





Lungsod ng Taguig nilinaw na kasalukuyang ginagamit ang pondo sa feeding, kukumpletuhin ang 120 araw na feeding program sa loob ng taong 2017


Nilinaw ng lungsod ng Taguig ang isyu tungkol sa liquidation ng pondong nagmula sa Department of Social Welfare and Development (DSWD) para sa daycare program feeding program nito. Pinaliwanag ng pamahalaang lungsod na ang P17.639 milyong pondo ay noong Disyembre 2016 lamang nadownload, at kasalukuyang ginagamit para sa implementasyon ng programa.


Sinabi ni Dr. Natividad Jimenez, pinuno ng Local School Board ng lungsod na naatasang magsagawa ng daycare supplementary feeding program, na umaabot sa dalawang buwan ang bidding ng programa. At dahil noong Disyembre 2016 lamang nadownload ang pondo, ang programa ay maaari lamang maisagawa sa Pebrero o Marso 2017, kung saan ang pagtatapos ng klase ay nangangahulugan na hindi makukumpleto ang 120-day na timeline ng programa. Kaya napagdesisyunan ng pamahalaang lungsod ng Taguig at DSWD’s coordinator ng programa sa National Capital Region na isagawa na lamang ang feeding program sa Hunyo 2017 para makumpleto ang 120 araw na programa sa parehong mga benepisyaryo.


Ayon kay Dr. Jimenez, sinimulan ng lungsod ang implementasyon ng supplementary feeding ng DSWD noong ika-19 ng Hunyo 2017 kung saan 135 na daycare centers ang kasama sa programa na layong makapagpakain ng 13,363 na mga mag-aaral. Sinabi rin ni Dr. Jimenez na sa oras na matapos ang programa, ay gagawin agad nila ang liquidation.


Isa lamang ang daycare feeding program ng DSWD sa mga programa ng lungsod ng Taguig na nakasentro sa mga mag-aaral ng daycare centers. Nagsasagawa rin ang City Health Office at City Nutrition Office ng libreng dental checkup taun-taon at deworming tuwing ikaanim na buwan.


Nagsasagawa rin ng Parents Effective Seminar (PES) ang mga daycare workers dalawang beses sa isang taon. Sa ilalim nito ay tinuturuan ang mga magulang kung ano ang dapat nilang ipakain sa kanilang mga anak upang lumaki sila ng malusog at masigla.


Dahil sa layunin na maiangat ang kalusugan ng Taguigeños, nabigyan ang lungsod ng Taguig ng prestihiyosong Green Banner Award mula sa National Nutrition Council-National Capital Region (NNC-NCR) sa loob ng tatlong magkakasunod na taon mula 2013 hanggang 2015. Ang Green Banner award ay ipinagkakaloob sa mga lokal na pamahalaan na nagpamalas ng mahusay na performance pagdating sa implementasyon ng mga programang pang-nutrisyon. Ang patuloy rin na pagsusumikap na mapuksa ang malnutrisyon sa lungsod ay nagbigay rin sa Taguig ng CROWN Award noong 2016.


Kasalukuyang ninanais na makuha ng lungsod ang Nutrition Honor Award. Ito ang pinakamataas na parangal na iginagawad ng NNC sa mga nagkamit ng CROWN Award na napanatili ang dekalidad na implementasyon ng programang pangnutrisyon sa sumunod pang tatlong magkakasunod na taon. ###
